sir,
Enclosure 1.

Head Quarters, China Command,
Hongkong, 14th. May, 1915.
t
I have the honour to forward for Your Excel-
-lency's information an extract from a statement made by an inform➡
-er named Nawab Khan, who returned to India from United States of
America via Hongkong. He came in the S.S."Korea" which arrived
here on the 29th. September, 1914.
C.I.D., Punjab.
The statement was sent me by the D.1.G., Police,
It is to be regretted that the Sikh Sergent-
-Major of the Hongkong Police was so easily put off. The fact that
a man had a certificate from BhagTMm Singh ought to have been quite
enough to damn him.
I fear the precautions to prevent persons lear-
-ing the Colony without a Pass by train for Canton were not
efficacious.
The seditious character of the atmosphere of
the Hongkong Gurdwara is clearly brought out in the statement.
No doubt Your Excellency will have enquiries
made by European Police regarding Durga Dass or Shan Dass who, it is said, owe a large store in Hongkong, and also regarding Sappah
Singh.
I am making enquiries re the Thandar of French
Police at the Shameen (Sham Singh of Attari).

His Excellency
Sir F. H. May, K.C.M.G.,
Governor, Hongkong.
I have etc.,
(sd.) F. H. Kelly,
Major-General,
Commanding the Troops in China.
